Riot games is their own company, so it's likely they created their own WebGL framework/library. However, the most popular one that is open-source is Three.js; which is widely used by professionals and many companies as well like Genshin Impact for their web events. Here is a very similar site to the one you linked that uses Three.js. Three.js is merely an abstraction over WebGL. Eventually, if you want to get into the nitty gritty, you will eventually have to learn GLSL the language of WebGL.
