I use an app to check system temps: OpenHardwareMonitor. Some people like SpeedFan, does most of the same stuff.

As I'm sure you've guessed, from the snippet of video you've posted, it looks like your video card is starting to fail. You can check your card performance using something like FurMark, just keep an eye on your card temps to see how it's doing.
