Intelligent photo editor for PC
Photopea is an online photo editor that has all the general functions and the interface that's is way less clumsy than GIMP's (been mentioned here already, it's also free but I wouldn't recommend it to a beginner). Another good photo software for PC is Photoworks, it's paid but the price is much more reasonable than Adobe subscription.
