Phaser

I don't know of a tool that lets you build this kind of game specifically but it would be quite trivial to implement from scratch. You could do it with some HTML/CSS and JavaScript. If you want to go the extra mile you could look into something like Phaser. The biggest part would be to design the assets and the game's mechanics.

Cookie Clicker by Orteil

Speaking of websites that does that, I think the most popular example is cookie clicker. Don't know which one is the original but here is an example.
