This can be done using EPNS. It aims to be the communication layer of Web 3. EPNS is currently developing a solution through which one can communicate securely between two crypto wallets. Also, all the chats would be completely encrypted, and we aim to do it in a completely decentralized manner. PS: I'm a developer working at EPNS, specifically involved in wallet-to-wallet chat development.
