    The website I see pop up sometimes meant for this use is https://refsheet.net/. Please note that I have visited user-made pages like three times and that's the sum total of my knowledge, I dunno if they're evil or easy to use or what, just, they are in fact a website that exists to let you make reference sheets so you can stack backstory and character blurbs and info blocks and art all into one page. (This is different from but not necessarily incompatible with traditional tabletop character sheets!).

    Https://carrd.co/ in contrast is more multi-purpose. The key thing is users get quite a lot of control over layout and design, for a layman-friendly site. They also give you the option to turn the technically-one-continuous-page page into a main page with sub-pages, which is great for having a central overview page and then putting the art gallery in one section, the character stat blocks in its own section, backstory stuff off in another section....
