JUCE

You could check out JUCE (https://juce.com)! I’ve only built it to make audio plug-ins for DAWs, but there are stand-alone app presets for your design, and you could build an audio app that does exactly what your saying, I believe. Might take some research to get the signal routing aspect going, but there is a built-in DSP module for the changing it a bit part.
