Xpadder

Reliably good controller support is present in Verok's BO1 patch. The others games don't offer good controller support. You can try using a third party solution like JoyToKey or reWASD. There's also Xpadder and apparently Steam's Big Picture mode allows for this as well but I don't know about either of these and can't vouch for them.

Redream

The PC port of SR1 is by and far the worst. If you're playing the game then do yourself a favor and just emulate the Dreamcast version using Flycast w/Raina's HD textures. If you want you can also use Redream which is available on both PC and Android.
