    FWIW, I have Comcast/XFinity gigabit service and can ping/traceroute to voip.ms (my VoIP provider) no problem. Calls through my Obihai unit connect and don't drop. I don't think they intentionally throttle (at least, not my service). But I had an experience that sounds somewhat similar to what your customers are experiencing, and maybe says you can have a tracert failure and still connect (on other ports):.

    A couple weeks after I got the new service, all of a sudden I had episodes of bad performance (download speed quite variable, sometimes fine but usually less than a third the "plan speed") *and* I couldn't reach my backup service's (idrive.com) web interface nor ping/tracert idrive.com over the Comcast link... I could see the tracert report hanging about 16 hops out, after exiting Comcast, so I didn't think it was a Comcast problem. But, IDrive had me confirm with Comcast they weren't intentionally blocking that address (and IDrive confirmed they weren't blacklisting my public IP).
