Regarding cost, that does depend on how much data gets pushed through it, as well as how much processing is done (cpu) so it's hard to say. That said, you certainly can use a single proxy server to route to multiple internal resources. I would probably roll my own HAProxy server, but you could probably do this with a load balancer (https://aws.amazon.com/elasticloadbalancing/ in this the "Target" would be the IP address of BlueIris connected via VPN to AWS).
