Hugo. I write the articles in the form of Markdown files using the editor of my choice. Afterwards I push this into a repository and by with a hook the page is then generated on the web space.

HTML 5 UP

You could make your own blog site (or download a free template off https://html5up.net) and either use any built in blog sections and edit it how you would like, then going forward you can just type out new blog posts without pushing any code..
