Process Monitor

Capture a Process Monitor (https://docs.microsoft.com/en-us/sysinternals/downloads/procmon) of boot, you might find something obvious around the time explorer.exe process starts.

Autoruns

Use Autoruns (https://docs.microsoft.com/en-us/sysinternals/downloads/autoruns) to temporarily disable some start-up items to see if you can solve the problem. This will at least identify what is causing it.
