As for security, well, it would be up to the package maintainers(which some companies actually put out, but a lot are community packages) to keep any libraries in the package up-to-date. Ideally the company that wrote the software will be creating the flatpak, and they will be responsible for keeping it up-to-date. Currently a lot of flatpaks on flathub are community maintained. You can see the commit history on them though. https://flathub.org for more details. But there is nothing stopping an application maker from making their own repo out side of flathub, and keeping their software properly maintained.
