Why do I have to pay a $30 minimum even when I don't use the card?

If I were you I would watch what your score does on a couple different platforms like credit.com, creditsesame, mint, etc and when it reflects low usage and has gone up a bit try applying for a better card with good reviews on nerdwallet.com.
