ULPT Request: I live in a dorm. Owner of this dorm limit our internet speed up to 256kbps when we reach 16gb per month. Is there any way to solve this problem?

Pi-hole

This won't circumvent the cap but install adblockers on everything you can or get a Pihole setup to do that. You can cut down a ton of data usage this way. Adblocking has cut my mobile data usage (which I pay for every GB) by 50%. I suggest Blokada 4 (not 5, it's missing a bunch of features due to the massive overhaul). And you can't get it on Google Play cuz it's been blocked by Google, should use the F-Droid option or if you don't want to learn about that, the survey APK files is there too, take your pick.

If the captive portal is linked to a username and password your kinda SOL. Most captive portals are linked to a username and MAC address of your equipment. If its just linked to your device MAC that is something you can easily change or "spoof" there are many applications that allow you change your MAC address on Windows and Mac OSX. There is a number of ways I can think of getting around this as well. If there is another network like a management network you have all the time in the world to capture and get into that unfiltered connection.
