Anyways, I would recommend just using PaperMC(java edition software) wirh GeyserMC(java->bedrock translation plugin) to run a bedrock server because of the plugins and also the fact that majority of bedrock server projects are basically abandoned or aren't great. Then you can find a factions plugin made for java and use it for your bedrock/java server.
