Even a vps is not guaranteed to not be on any block list. You won't immediately get shot down by block list maintainers as you would with a residential IP, but it'll still be a job in an of itself to keep yourself of those lists. You'll be better off using a relay service like aws ses (https://aws.amazon.com/ses/) instead of a vps.
