I personally certainly think so but this whole idea of processing personal data under the legal basis of "Legitimate Interest" has honestly got out of hand. Take a look at the cnn.com cookie banner for example (on the banner click on "manage cookies+") to see the number of purposes for processing that you can "object to legitimate interests" for - this ultimately meaning that all of these are active unless you go through them one-by-one and disable them.
