The 1230 should be more than enough to handle the 1gbps load, alongside the tuned torrent clients and rclone support. The machines run Swizzin and generally perform well in many workloads. A weak spot in this setup would be the drive bottleneck for Usenet. You can expect 30-60MB/s from my experience on one of these CPUs with these drives. Torrenting shouldn’t be a problem.

As you’ve mentioned you’d like to use rclone, I’d suggest you read up on unionfs or mergerfs and configuring something like CloudPlow or Crop to manage uploads to the cloud for you.
