Process Explorer

Indeed, I would suggest to run Process Explorer https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer , then at the top you see the headers like Process, CPU, Private Bytes etc, right click and click Select Columns. Then at the tab 'Process Image' check the 'Command Line' checkbox and click OK. It will then print the full path after each process. You can map the 8888 and 8889 processes via their PID (10096 and 7328 in your screenshot, but check again before trying to match). This way you can find out what exactly was executed to run on those ports.

Autoruns

If that is just jupyter, but automagically starting, you can use autoruns https://docs.microsoft.com/en-us/sysinternals/downloads/autoruns to see what exactly is configured for that on your system.
