There is in fact one local meetup group in my area that's doing an excellent job of this, even after going remote. They host a trivia game session before the presentation to give people a chance to connect to the virtual meeting, fill in the awkward silence, get people participating and talking. It's not completely open conversation of course, but it's fun and it sets the tone. Then the presentation happens, and afterward the host very directly encourages everyone to stay connected to chat. Sometimes the host will have some related topics pre-planned and can split people into breakout rooms, but it always involves the host reading the room and seeing how to keep people engaged. Sometimes we all just stay in a big room and chat depending on how many people stay behind, sometimes we play online games together (easy remote accessible games like skribbl.io, nothing too involved).

Not always! For our weekly Python meetup, we use GatherTown, so you can move your avatar around and join and leave tables and conversation partners, kind of like in real life!
