There are a ton of ways you could design this system. For example, Stripe has an Issuing product that you can use to issue virtual debit cards to your users. I found two options for you that seem ahead of the pack: Stripe and Extend. Stripe is a merchant provider with millions of users (you've probably seen the little white card readers at a point of sale) and seems like the easiest of the two.
