The Shared Game Timer (https://sharedgametimer.com/) has a Sandtimer mode. But it does take 3 presses to restart the timer (Stop, Reset, Start), but that is something I'd be willing to change if I knew people wanted a mode where a single press does all 3 things. Instead of actually banking time, try one of the turn timer apps that alerts the person when it is their turn, and gives them a warning after 3 minutes have passed. https://sharedgametimer.com/ may be able to do it, but otherwise I am sure there is some app that will. Source: over 2 years ago

When I play games on Tabletopia or Tabletop Simulator, I use the Shared Game Timer (http://sharedgametimer.com/) to keep track of tokens like money, VP etc. I find it a lot easier to do in the app than using the mouse, and everyone can see who has what, and you get a log so you can see who has done what and on which turn.
