I've had a Roku Ultra for some time and recently bought a Roku Express 4K for the guest bedroom for visiting relatives. When I activated the new Roku on my account it automatically duplicated all my apps on to the new one. But test each app, a few required me to log in on the new Roku. Source: about 1 year ago

Easier said than done with an elderly parent, but have your mom go to roku.com, reset her password, and give you the password. Then you should be able to go in and remove any payment method (presumably your PayPal), cancel any subscriptions, etc. Source: over 1 year ago

A few weeks ago, I wanted to get 2nd remotes for all my Rokus, and my experience was that the Voice Remote Pro is sold out everywhere, and the Voice Remote (non-pro) isn't available at any physical stores but was available on roku.com or amazon (but with a limit of 4). Source: about 2 years ago
If you go to roku.com there will be apps you can download with free streaming content, usually not great content, usually with lots of ads and the apps tend to be buggy. But roku does also have "Live TV" Channels essentially like a streaming equivalent of broadcast TV. Source: over 2 years ago
The very cheap "Roku" remotes that you get on Amazon are mostly non-original IR remotes -- you will need an actual Roku RF remote to get this to work, so OP needs to be careful to get the remote from Amazon due to the many fake remotes, and it would probably be better to get one from roku.com directly or borrow a friends for the setup. I have exhausted the "fixes" I have found. I feel like I'm missing something completely obvious in the Pihole config itself, but everything I find has to do with nuking ads on the home screen.
