There is the commercial Pepakura Designer[1] for Windows since the 90's (I think). The mother/father of all desktop papercraft unfolding apps. Then there is a new free one, Papercraft[2], written in Rust, that will probably build on all major paltforms. Do not confuse with the STL-based papercraft (lower case p) someone else mentioned[3]. This guy is very good at that. I usually use 3d software, such as Blender to design the models, the export to a program called Pepakura to unwrap and add tabs and such. Doing this would be a matter of very carefully and deliberately placing the seams. Like this, for example. This produces this, which (with a couple of tabs added in the cutting process) would accurately fold up into a cone. You will need two software: 1. 3D modelling software to make your model. My recommendation: Blender. Open source, free, a ton of tutorial available online. https://www.blender.org/ Export your model to .obj. 2. A software that flattens your 3d model and makes the printable template.
