I second Bit Titan, but ONLY for mailboxes. As for groups, teams, SharePoint sites etc., I think you can simply just export the groups as a CSV and then import it them using the AAD/O365 portal. To actually get all the data in there, you can use Microsoft’s own tool, Mover.io and migrate SharePoint sites (I think you might even be able to create the sites in the new tenant using mover.io itself with no Powershell... I did a transition of about ~90 e-mail accounts using the Google Cloud App key method last year that was 100% successful. I did a standard deployment, then ran a sync for a week with a hard cutoff date where I changed the MX records from Gsuite to Exchange. For the documents, you can use https://mover.io. In this Ex2003 environment, what are the mailbox sizes? It's been some time since I had to manage a 2003 environment, though back then mailboxes sizes were fairly small compared to today. Ex2003 just didn't scale large mailboxes very well. 50 or 100mb were common limits at the time. So if the mailbox sizes are small, Exmerge can likely get the job done. Long term - don't let your users use the personal OneDrive. It's not a secure and can't be transferred between users when you offboard someone. It would make more sense for you to move their personal accounts to their business accounts using the free Microsoft tool at https://mover.io.
