  In this Ex2003 environment, what are the mailbox sizes? It's been some time since I had to manage a 2003 environment, though back then mailboxes sizes were fairly small compared to today. Ex2003 just didn't scale large mailboxes very well. 50 or 100mb were common limits at the time. So if the mailbox sizes are small, Exmerge can likely get the job done.
