  If you've got "frequent flyer" physical servers that are dying or consistently an issue, you may also consider getting a large USB disk (even if you have to buy it secretly yourself) and keep a virtual copy of it from when it a working state.   Not sure about migrating it to a docker container but you might be to go the P to V route. I recommend looking into disktovhd.   Instead of cloning the device, if you have access to windows, back it up using disk2vhd https://docs.microsoft.com/en-us/sysinternals/downloads/disk2vhd or veeam endpoint free.   You can use Disk2VHD to turn your current physical server into a virtual machine. But I'm not sure that will help you, as I think you'll need server 2019 standard to run 2 VMs and I'm not sure if you can run 2019 essentials as a VM on standard.   Windows XP won't work on new computers unless you use a virtual machine. Try Disk2vhd to copy the contents of that drive to a large file, then set up a virtual machine with VirtualBox.
