  Check to make sure you're actually on the once a month limit. Our org we can do weekly data exports. You can also export your objects by reports, dataloader.io (with limits), and some other tools. Depending on the data's final destination, it may be worth keeping some Salesforce licenses and seeing if you can transfer/sync data via APIs or middleware tools rather than do it manually.   You can open a case with Salesforce and they will prevent the email change confirmation emails from being sent out when you mass-update emails. Otherwise, you don't necessarily have to update usernames right away if you don't want to, since email and usernames are not one and the same in Salesforce.   Check which way your sync is setup up. If HubSpot is the source of truth for contacts, than you can delete them in HubSpot and they should be deleted in Salesforce as well. You can also temporarily set the sync from HubSpot to Salesforce to make sure the contacts deleted in HubSpot are also deleted in Salesforce.
