I've been riding small (<250cc) motorcycles since '77 on and off-road, and with the right gear they can be fine for year-round, all-weather commuting, but I only know of two bikes from Honda (which fit your budget) and the Zero electric motorcycles (which absolutely do not fit your budget) that have automatic or clutchless transmissions.
