To add to this, zazzle.com (I'm sure there are others that will too) will print and trim to a custom size. Give yourself .5"/1cm more than you need. Frames have extra space on purpose. Even bleed your image into that extra area. It will make matting/framing infinitely easier for you. Source: over 1 year ago

For t-shirts I go to whatever I see as an add that I think is cute (and cheap). Like Tee Public but they're shirts are also hit or miss with the prints on them. Some are great if they're screen printed, but the vinyl ones wear quickly in the washer, even if hang dryed. Source: 12 months ago
