To answer that I've seen a similar feature from IText (https://itextpdf.com) or OpenPDF (https://github.com/LibrePDF/OpenPDF) as an open source alternative.     As for generating PDF's themselves. You could start rolling your own service... Or maybe you could use something like this: https://gotenberg.dev/ Or maybe you use it as an inspiration and use the (F)OSS tools inside that box (look at the documentation) to roll your own service instead.
