I use WinMerge[1] a lot, and it's always impressed me how it immediately opens to a useable state. So it's absolutely still possible to write Windows software that can open instantly. In an effort to restore them as much as I could, I used a combination of waifu2x ("Single-Image Super-Resolution for Anime-Style Art using Deep Convolutional Neural Networks"), Clip Studio Paint resize/cleanup tools, and manual cleanup done by hand.
