The problem is you want a free provider. The only one I know of which meets your requirements is Vivaldi mail. I don't know if it's good. The company is reputable and worthy of trust. It also offers an email client embedded in its browser. Source: almost 2 years ago
Then browse to https://webmail.vivaldi.net and be happy. Vivaldi Webmail is totally independent of the email client integrated in the web browser, everything else still works the same. The integrated mail client can download / sync emails with any POP3 or IMAP account, among them also the webmail service Vivaldi offers. Source: about 2 years ago

With regard to encryption tools, I use AxCrypt, which is cross-platform, but isn't free in that form. It would though encrypt each file in-place, without need for a dedicated folder or vault and encrypted file will sync with OneDrive, via the standard sync client.
