You could totally have virtual desktops since Windows 98. You just had to install a third-party application for that. It is no different than having to install, say, Gnome to have a desktop on Linux. DisplayFusion, displayfusion.com, there is a free version without all the paid features. I've had it for years. I think it's $29 per pc or $44 for unlimited home use.
