Why yes it is possible there is a website called https://v.cent.co/ where you can put up your tweet and offer it at a price or you can mint it. The only thing is that you have to log into the account that you want to sell the tweets from so if you want to sell your friends tweet your friend has to log in on Twitter in order for him to sell the tweet through his own Twitter account you can only put tweets that...
