The part I am missing is a way to know when the stream goes down. I've tried updown.io monitoring, using Powershell to query the broadcast URL, but since the stream doesn't actually END, those all continue to see it as up even when its just spinning circles and not showing any actual video. I suppose what I need is an online service that lets my server ping said service, and when the pings stop coming, to notify me that something's wrong. I don't want to open any ports on the network for that device for, say, a service like port-monitor.com to get to. Source: over 2 years ago
