Sorry to burst your bubble but Ubuntu has automatic security updates by default since 2016. It is also very easily configurable either to disable it outright or even make all updates automatically download and/or install. If you aren't using API Gateway (REST API to be specific) your options are a bit more limited. You can get some benefit from WAF, though it's not really designed to be tenant-based.
