    MS Keyboard Layout Creator can not assign those keys, but only characters and dead keys. AFAIK kbdedit.com will allow you to create such a custom Windows keyboard layout _with_ arrow keys. I currently use Autohotkey for that. You can have a look at my script and see how I assign the CapsLock key as a modifier key and in my case (Vim-like) hjkl-keys as arrow keys. The source is here:...
