Have you tried asktrim.com? You send them the bill, they negotiate a better rate, you pay them 15% of the annual savings. And they'll keep coming back for more cuz it helps them too. They've renegoticated my cell bill 4 times in 2 years and saved me over $1,400, and charged me about $450. LPT can call your internet provider/cable provider and try to get lower rates and it works a lot of the time.
I know that asktrim.com truebill.com and donotpay.com do this. There are probably others. Source: about 2 years ago

I'm not 100% sure if it solves all the things you were hoping to achieve, but I thought the views by kid as well as the chore point tallies were handy.
