Tinywall, or Binisoft Firewall Control are both a graphical interface for the built-in firewall which also have profiles where the connections are automatically blocked and then you get a tooltip where you can decide whether you allow the connection to happen in the future. On windows I have installed a program called NetBalancer. The paid version allows you to limit bandwidth usage of any application. With the free version all you can do is monitor, but I found it very useful.
