You need to find one that embeds your URL into your QR Code, then they have no capability to modify or change it on the back-end. I use this somewhat less sketchy German website: the-qrcode-generator.com for my wife's marketing material because it uses my URL in my QR Code without being a middle man resolver. I work for a SAAS recurring billing platform, chargeover.com from my experience you do not need to send them an invoice. If they agree to terms when they signup you could just run a payment against their card on file and send them a payment receipt.
