The Character Creator has a license wherein if you use it for non-commercial products (ie - a free game) you can do whatever more or less, and if you are using them for a commercial product a license to do so starts at $5. There are a ton of institutions like museums and colleges that are scanning and uploading chunks of their collections and you can find a ton of incredible stuff that's available to download.
