I tell them they need to watch short videos, say from ed.ted.com, then do 30 mins of reading English, reading out loud to themselves. I say do this daily and ask about words unknown, or contexts, and see what happens. The ones who really want to learn come back speaking better english, after a while of course. Check out University of the People (www. uopeople.edu). They offer free tuition. You only have to pay an application fee (which you can apply for to be waived) and proctor fees for exams. This online university is real and is acknowledged by corporations like Microsoft. Does your wife work? You didn't mention that in your post. If not, it looks like its time for her to get a job. Https://uopeople.edu/ is the only accredited university that generally has no tuition. There are other no-tuition schools, but they have several requirements like joining the military, being from a certain ethnic group, studying only very narrow fields, etc. If you are interested in more leads on these, I can help you.
