  I tell them they need to watch short videos, say from ed.ted.com, then do 30 mins of reading English, reading out loud to themselves. I say do this daily and ask about words unknown, or contexts, and see what happens. The ones who really want to learn come back speaking better english, after a while of course.   My company instituted Bonusly and honestly its been great to have a system similar to what you are talking about. A way to give people 5-10 credits of recognition publicly so that it can add up to a $10 gift card after 10-20 "gifts" so far has been a great way to encourage each other to be helpful.
