There is also taskjuggler (https://taskjuggler.org), a text-based project mgmt that does track such resources (work time, vacations, shifts) and let you do reporting. There is some integration with emacs and org-mode as well (https://orgmode.org/worg/exporters/taskjuggler/ox-taskjuggler.html), in the way that you can export to taskjuggler and run the tool to validate things.
