Vibrant sunrises in Pittsburgh aren't any different than a vibrant sunrise anywhere else in the world. The only factors in play are the height, positioning, and amount of clouds there are at sunrise. Basically the only thing that needs to happen is the clouds have to be high enough so that the sun can light up the bottom of them.
