I am looking at https://staytus.co/, which is exactly what I need to display a basic up/down site. No automation is desired, simply a place for IT to indicate what is up and down, hosted out of bound from existing infrastructure. Look into telnyx.com or anveo.com, you can purchase a France DID. Then use any voip app and configure it to connect via sip. If someone calls the DID, it will ring on the voip app. Source: 12 months ago

You can port your number over to Google Voice and forward it to your cell. Any number of VOIP providers will also work if you want to use an ATA.
