There are services such as https://betafamily.com/ if you don't have in-house testers. Having in-house people "go through the whole app and look for bugs" sounds like a nightmare, and I'm not surprised it's hard to get people to do it. I recommend that each task has well defined acceptance criteria, and you have someone who did not work on the task run a compiled build of the app and confirm that the build...
