You probably already know that you can program LibreOffice, but as you are asking specifically about an API: I can't comment on LibreOffice's API, sorry, as I've never used it. If you want something more specific for client proofing, Picflow is AWESOME for this. It allows clients to draw and comment on photos to more specifically show you want they want fixed. IMO this probably better for commercial clients - I wouldn't want to make my wedding clients do all that extra work. Source: 11 months ago
