You probably already know that you can program LibreOffice, but as you are asking specifically about an API: I can't comment on LibreOffice's API, sorry, as I've never used it. I couldn't get past sign up two times, once on answermug.com (the admins wouldn't respond when I mentioned my account wasn't approved, and asked why) and hubski.com (I can log in, but I can't post or comment and the admins still haven't responded to my emails about my problem).
